After hundreds of people in China are killed by a lone man carrying two buckets of water, the Chinese government seeks help from the Dome, the UN’s action-hero wing, which calls in the Sentinels of Justice. But with the Sentinels at its smallest membership number ever, Captain Atom is forced to work with his enemy Major Force and a group of convicts-turned-heroes called the Dragon Force. It all seems cut and dry, since their mission is to simply find this man and apprehend him for the Chinese authorities to question — a nice little exercise in international relations. But Captain Atom can’t shake the feeling that something just isn’t right about the whole situation. Could they be unwittingly walking into a dragon’s den?
